摘要
高校图书馆图书借阅超期罚款由来已久,具有传统性、合理性等特点,但各高校在多年执行的过程中遭到很多诟病。在建设法治社会,提倡依法治校,依法治馆的时代背景下,本文针对“超期罚款”管理方式的弊端提出积极的思考及对策,并呼吁进一步完善高校图书馆法规建设,让高校图书馆各项规章制度有章可循,有法可依。
The overdue fine for borrowing books in university library has a long history,and it has the characteristics of tradition and rationality.Under the background of building a society ruled by law,advocating managing schools and libraries by law,this paper forward positive thinking and countermeasures against the drawbacks of the management mode of“Overdue fine”,and calls for the further improvement of the legal construction of university libraries,so that the university library rules and regulations have rules to follow,there are laws to follow.
