成都市“多规合一”空间信息数据平台建设研究

为了深化规划体制改革创新,成都市以主体功能区规划为基础统筹各类空间性规划、推进“多规合一”的战略部署,建立健全全国统一、相互衔接、分级管理的空间规划体系,实现市县空间规划全覆盖及主体功能区战略格局在市县层面精准落地,确保“一张蓝图干到底”的要求落实落地。成都市建设“多规合一”空间信息数据平台,整合各类空间性规划和相关规划,做到“发展目标、用地指标、空间坐标”相一致,形成城乡统筹、全域覆盖、要素叠加的一本规划、一张蓝图,促进相关部门信息共享交互,实现项目协同审批,提高行政服务效能。

In order to deepen the reform and innovation of the planning system,Chengdu has coordinated various spatial planning based on the planning of main functional areas,promoted the strategic deployment of"multiple planning and integration",and established a sound nationally unified,interconnected and hierarchical management spatial planning system to achieve the full coverage of city and county spatial planning and the strategic layout of main functional areas to be accurately implemented at the city and county level to ensure that"a planing blueprint goes to the end"required by General Secretary Xi.Chengdu builds a multiple planning and integration spatial information data platform,integrates various spatial plans and related plans,and achieves the same"development goals,land use indicators,and spatial coordinates",forms a plan that integrates urban and rural planning,global coverage,and element overlap,and a blueprint that promotes information sharing and interaction between relevant departments,which realizes collaborative approval of projects,and improves administrative service efficiency.
