巩固拓展脱贫攻坚成果同乡村振兴有效衔接研究

Research on Consolidating and Expanding the Achievements of Poverty Elimination Through Effective Link with Rural Revitalization

探讨巩固拓展脱贫攻坚成果同乡村振兴有效衔接的进展、问题及对策,有利于巩固拓展脱贫攻坚成果,推动乡村全面振兴,实现农民农村共同富裕。然而,四川省在推进巩固拓展脱贫攻坚成果同乡村振兴有效衔接中,面临着产业发展支撑力度不足、搬迁后续问题逐渐凸显、脱贫村(户)与非贫困村(户)的政策不平衡突出、基层对政策依赖性极强、衔接的体制机制未理顺等问题。因此,建议完善产业发展的支撑保障、聚焦搬迁后续问题的解决、强化脱贫村(户)与非贫困村(户)的政策均衡、谋划相应政策的转型路径、实现体制机制的转型升级,以此推动巩固拓展脱贫攻坚成果同乡村振兴实现有效衔接。

To discuss the progress,problems and countermeasures of consolidating and expanding the achievements of poverty elimination through effective link with rural revitalization is conducive to consolidating and expanding the achievements of poverty elimination,promoting the overall revitalization of rural areas,and realizing the common prosperity of farmers and rural areas. However,in promoting the consolidation and expansion of the achievements of poverty elimination and the effective link of rural revitalization,Sichuan is faced with some problems such as insufficient support for industrial development,gradually highlighted problems following the relocation,prominent policy imbalance between poverty alleviation villages(households)and non-poverty alleviation villages(households),strong dependence on policies,and entangled institutional mechanisms for transition. Therefore,it is suggested to improve the support and guarantee of industrial development,focus on solving the following problems of relocation,adjust the policy balance between poverty alleviation villages(households)and non-poverty alleviation villages(households),redesign the transitional path of corresponding policies,and realize the transformation and upgrading of the system and mechanism,so as to promote the effective link between the consolidation and expansion of the achievements of poverty elimination and rural revitalization.
