习近平外交思想不仅仅是中国共产党的对外工作指南,也是新中国在新的时代条件下从事对外交往和国际治理的指导思想,同时也是百年未有之大变局条件下世界范围内的国际关系理论前沿成果之一,其作为大国外交理论话语的科学性、先进性和开放性逐渐得到国际社会的认可。然而,由于中美关系的急剧变化,国际社会对迅速发展的中国及其外交政策出现了巨大的认知差距,特别是受美国反华势力影响下的“中国威胁论”在西方颇有市场。因此,习近平外交思想国际传播需要从理论上进一步探索,具体地讲,进一步厘清大国外交理论话语国际传播的性质与内涵,进一步认识国际传播中习近平外交思想的国际关系理论属性,进一步辨明习近平外交思想国际政治传播与历史同类传播的特点差异。从方法上看,为更好对外传播习近平外交思想,我们需要在精准性上下大气力。一是准确把握精髓要义;二是构建立体传播格局;三是不断加强海外调研;四是持续推进创新探索。习近平外交思想的国际传播主要有三方面的重点工作。一是理论传播与实践传播相结合,不仅需要向世界各国阐释人类命运共同体、新型国际关系、共商共建共享的全球治理观的深刻内涵,还需要向国际社会展示中国在习近平外交思想指导下开展的中国特色大国外交实践;二是媒体传播与学术传播相结合,既要注重通过各种传统媒体和新媒体对外推介习近平外交思想,也要借助国内和国际学术期刊、出版社等学术发表平台对习近平外交思想进行国际学术传播;三是话语实践与交流实践相结合,以高层次政党对话机制和人文交流机制为主要载体的交流实践可以在习近平外交思想国际传播中发挥基础性作用。

Xi Jinping Thought on Diplomacy plays roles of not only a guide for the Communist Party of China’s foreign affairs,but also a guiding ideology for new China to engage in foreign relations and international governance in the new era as well as one of the latest and most important achievements of international relations theory in the world under the conditions of great changes unseen in a century.Its scientific,advanced and open nature as a theoretical discourse of great power diplomacy stands out gradually recognized by the international community.However,due to the rapid changes in Sino-US relations,a huge cognitive gap has emerged in the international community regarding the rapidly developing China and its foreign policy,especially the “China threat theory” in western society under the influence of the anti-China forces of the United States.Therefore,the international dissemination of Xi Jinping Thought on Diplomacy needs to be further explored theoretically.It is necessary to further clarify the nature and connotation of the international dissemination of theoretical discourse on great power diplomacy,to further understand the international relations theoretical attribute of Xi Jinping Thought on Diplomacy in international communication,and to further identify the differences between the characteristics of international political communication of Xi Jinping Thought on Diplomacy and its historical counterparts.From a methodological perspective,we need to make great efforts in precision in order to better understand Xi Jinping Thought on Diplomacy.First,we should accurately grasp the essence of the ideas to ensure more accurate content;second,we can build a three-dimensional communication pattern to ensure more accurate channels;third,we ought to continuously strengthen overseas research to ensure more accurate audiences;fourth,we should continue to promote innovative exploration to ensure more accurate strategies.In terms of key points,the international dissemination of Xi Jinping Thought on Diplomacy has three main areas of focus.The first point is combining theoretical dissemination with practical dissemination.Specifically,it is necessary not only to explain to the world the profound connotation of the community of human destiny,the new type of international relations,and the global governance concept of mutual consultation,construction and sharing,but also to show the international community the practice of great power diplomacy with Chinese characteristics carried out by China under the guidance of Xi Jinping Thought on Diplomacy.The second point is combining media communication with academic communication.Specifically,it is necessary to focus on promoting Xi Jinping Thought on Diplomacy to the outside world through various traditional and new media,as well as to make use of domestic and international academic journals,publishers and other academic publication platforms for the international academic communication of Xi Jinping Thought on Diplomacy.The third point is the combination of discourse practice and communication practice.Specifically,with high-level political party dialogue mechanisms and humanities exchange mechanisms as the main platforms,it can play a fundamental role in the international dissemination of Xi Jinping Thought on Diplomacy.
