多源流理论视角下《乡村振兴促进法》的政策议程设置分析

Analysis of the Policy Agenda Setting of the Law on the promotion of Rural Revitalization from the Perspective of Multiple-Streams Theory

多源流理论作为一种政策议程设置的理论分析工具,为我国《乡村振兴促进法》的政策议程提供了独特的解释视角。研究发现:现行涉农法律体系的滞后性和新时期城乡差异的严峻性和紧迫性构成问题流,自上而下的政治策略与政策研究者的联动探讨构成政策流,乡村振兴战略的根本要求、领导人“以人民为中心”的执政理念和百年目标的交汇期共同构成政治流。《乡村振兴促进法》得以快速出台是三流耦合共同作用的结果,其中政治流发挥主导作用。从《乡村振兴促进法》的出台过程中可以看出:政策之窗的开启主要源于乡村振兴战略实施后党中央对乡村振兴立法工作的指示。

As a theoretical analysis tool for policy agenda setting,the multiple-streams theory provides a unique interpretation perspective for the policy agenda of“Law on the promotion of Rural Revitalization”in China.The study found that the lag of the current agriculture-related legal system and the severity and urgency of urban-rural differences in the new era constitute the problem stream;top-down political strategy and coordinated discussion of policy researchers constitute policy stream;the fundamental requirements of the rural revitalization strategy,the leaders’people-centered governing philosophy and the centenary goals together constitute the political stream.The rapid introduction of the“Law on the promotion of Rural Revitalization”is the result of the coupling and joint action of the three streams,in which the political stream plays a leading role.It can be seen from the promulgation of the“Law on the promotion of Rural Revitalization”that the opening of the policy window is mainly due to the instructions of the Party Central Committee on the legislative work of rural revitalization after the implementation of the rural revitalization strategy.
