Analysis of Environmental Dividend and Its Mechanism of Action in Major Infrastructure Projects

重大基础设施工程(简称重大工程)的建设和运营,对社会、经济、政治、环境等有正向作用,即存在“工程红利”。环境红利是工程红利的组成部分,是“环境效益”扣减“环境负债”后的溢出效应。重大工程的战略目标和功能定位决定了环境红利的复杂性,具有异质性、空间相关性和网络性等特征,对地方产业、经济、创新等具有涌现作用。本文主要研究重大工程环境红利的内涵、功能与作用机理,为政府的重大工程投资决策提供新的视角和分析工具。

The construction and operation of major infrastructure projects(referred to as major projects)have a positive effect on society,economy,politics and environment,that is,there is a"project dividend".Environmental dividend is an integral part of the project dividend,which is the spillover effect of"environmental benefits"minus"environmental liabilities".The strategic objectives and functional positioning of major projects determine the complexity of environmental dividends,which are characterized by heterogeneity,spatial correlation and networking,and have an emerging effect on local industries,economies,innovations,etc.This paper mainly studies the connotation,function and mechanism of environmental dividends of major projects,and provides a new perspective and analysis tool for the government's major project investment decision-making.
