摘要
作为处理国际事务的多边外交平台,国际组织的工作面临各成员国之间语言差异带来的诸多挑战。国际组织需要出台相关的语言政策,对组织运行中的语言使用进行规划和调整。联合国难民署作为解决全球难民问题的主要国际组织,在向雇员及难民提供翻译及语言培训的过程中形成了一定的语言服务体系。该文基于难民署官方发布的政策文件、报告指南等材料,对难民署的语言服务内涵及意义进行了探析。研究表明,难民署在组织内外部均提供语言服务,包括面向雇员的语言培训、对口译员的筛选和培训以及面向难民的语言辅助等。这些服务反映了难民署实际存在的以语言服务为表现形式的语言政策,这些政策对于提升难民署内部工作效率、提高服务难民水平、履行组织使命与责任有着重要意义。
As a multilateral diplomatic platform dealing with international affairs,international organizations are often confronted with many challenges arising from language differences among member states.International organizations therefore need to apply relevant language policies to plan and adjust language uses in their operations.As a major international organization for solving global refugee issues,UNHCR has developed a language service system including translation,interpretation and language training to its employees and refugees.This paper examines the contents and significance of UNHCR’s language services based on UNHCR official documents,report and other materials.The result shows that UNHCR provides language services both inside and outside the organization,including language training for employees,interpretation,and language assistance for refugees.These language services reflect UNHCR’s de facto language policies,which are important for enhancing the efficiency of internal work,improving the service for refugees,and fulfilling the organization’s mission and responsibilities.
