基层党组织组织力的生成、困境与提升路径的再思考

Rethinking the Formation, Dilemma and Promotion Path of the Organizational Power in Grassroots Party Organization of CPC

基层党组织组织力是基层党组织为完成党所赋予的任务在组织动员广大党员和群众方面所体现出来的组织能力与效力。组织目标的引领力、组织主体的能力、组织客体的认同力、组织制度的约束力、组织资源的保障力、组织文化和组织环境的影响力共同构成了基层党组织组织力的生成要素。基层党组织组织力就是这些生成要素的函数。当前,基层党组织组织力的提升面临五大现实困境,即能力困境、结构困境、制度困境、资源困境和文化困境。破除五大困境,提升基层党组织组织力,要求我们必须以提升党员干部素质能力为重点,以提升组织结构力为基础,以提升组织制度效力为关键,以提升资源保障力为前提,以提升组织文化力为根本。

The organizational power of grassroots Party organizations is the organizational ability and effectiveness of grassroots Party organizations in organizing and mobilizing party members and the masses to accomplish the tasks entrusted by the Party. The leading force of organizational goal, the ability of organizational subject, the identity of organizational object, the binding force of organizational system, the guarantee of organizational resources, the influence of organizational culture and organizational environment all constitute the generative elements of the organizational force of grassroots Party organizations. The organizational force of grassroots Party organization is the function of these generative elements. At present, the promotion of the organizational power of grassroots Party organization is faced with five practical dilemmas: ability dilemmas, structure dilemmas, system dilemmas, resource dilemmas and cultural dilemmas. To solve the five dilemmas and improve the organizational strength of grassroots Party organizations, we must focus on improving the quality and ability of party members and cadres, on the basis of improving the organizational structure, take improving the effectiveness of the organizational system as the key, on the premise of improving the resource guarantee ability, and take improving the organizational cultural strength as the foundation.
