摘要
从要素投入、创新支撑、创新空间三个硬性要素和市场化程度、创新环境两个柔性要素角度,选取13个具体指标,构建政府科技创新治理能力评价指标。结合全国31个省市自治区数据,利用因子分析法,对区域政府科技创新治理能力进行测度与评价。结果显示,广东、江苏、北京、山东、上海、浙江等东部地区政府科技创新治理能力综合得分较高,且内部差异较大,中西部地区政府科技创新治理能力呈现一致性偏弱特征,同时地方政府在促进区域企业自主创新能力方面整体水平有待提高。
The paper selects 13 specific indicators to construct the evaluation index,which includes three hard elements,three levels of factor input,innovation support and innovation space,and two soft elements,which has two levels of market degree and innovation environment.In this study factor analysis was used to analyze the data of 31 regions,in order to achieve the goal of measuring and evaluating the government’s governance ability of scientific and technological innovation.The result shows that the comprehensive scores of some southeast regions,such as Guangdong,Jiangsu,Beijing,Shandong,Shanghai and Zhejiang,are high.The governance ability of the central and western regions is generally weak.And the ability,which promotes the independent innovation of regional enterprises,needs to be improved.
