改革视角下社会保险经办难点问题探析及对策思考——以云南省为例

An Analysis of the Difficult Problems and Countermeasures of Social Insurance Management from the Perspective of Reform:Taking Yunnan Province as an Example

社保经办机构管理服务能力直接影响着各项社会保险制度的实现效果。以云南省本级养老保险经办服务机构为调研对象,从服务能力、养老保险改革推进情况、征管职能、养保基金风险防控、经办公共服务平台建设、养保经办管理行风建设6个方面对省本级养老保险经办服务的现状问题进行分析,并有针对性地提出解决问题的对策思考,以适应不断完善的社会保险制度改革要求和提高公众满意度的需求。

The management and service capabilities of social security agencies directly affect the realization of various social insurance systems.This paper takes social security agencies in Yunnan Province as the research object.This paper analyzes the current situation of social security administration services at provincial level from six aspects:service capacity,progress of pension insurance reform,function of collection and management,risk prevention and control of pension fund,construction of public service platform and construction of handling service of pension management,and puts forward countermeasures to solve the problems to adapt to the social insurance system reform requirements of constantly improvement and improve the public satisfaction demand.
