科技创新赋能云南产业转型升级的问题与对策

Problems and Countermeasures of Technology-enabled Innovation of Yunnan Industrial Transformation and Upgrading

理论研究已揭示科技赋能产业在贯彻新发展理念、实现跨越发展、提高经济质量效益、转变增长方式等方面的重要作用。调查研究发现,云南省在科技创新政策环境、区域创新能力、产业科技含量、对外科技合作等方面取得了突出成效,但产业结构层次低、创新投入不足、主体作用不明显、成果转化不力、创新意识不强、创新人才匮乏等因素,制约了科技赋能产业转型升级的步伐。为此,提出了营造激励创新环境、建立多渠道资金投入体系、强化企业主体地位、强化成果转化体系、创新人才激励等对策建议。

Theoretical research has revealed the important role of technology-enabled industries in implementing new development concepts,achieving leapfrog development,improving economic quality and efficiency,and transforming growth patterns.The investigation and study find that Yunnan Province has made outstanding achievements in the policy environment of science and technology innovation,regional innovation ability,industrial science and technology content,and foreign science and technology cooperation.However,factors such as low level of industrial structure,insufficient investment in innovation,insignificant role of the main body,ineffective transformation of achievements,weak awareness of innovation,and lack of innovative talents have restricted the pace of transformation and upgrading of the technology-enabled industry.To this end,some countermeasures and suggestions are put forward,such as creating an incentive innovation environment,establishing a multi-channel capital investment system,strengthening the main body of the enterprise,strengthening the achievement transformation system,and incentivizing innovative talents.
