基于水足迹的长江经济带流域生态补偿机制研究

Study on Ecological Compensation Mechanism of Yangtze River Economic Belt Basin Based on Water Footprint

在“大保护”形势下,通过构建有效的流域生态补偿机制,是确保长江经济带经济社会可持续发展的关键。水资源问题一直是流域生态补偿问题的核心,因此基于水足迹视角,对2010-2020年长江经济带流域整体及各个区域生态补偿主客体及标准进行研究。研究结果表明,2010-2020年长江整体流域均为补偿客体应获得补偿;各地区补偿标准额度表现出较大差异性,其中获得补偿标准额度较高的省级行政区普遍分布在长江中上游地区;获得补偿额度较少和需要支付补偿额度的地区普遍分布于长江中下游。

Under the situation of “great protection”, the key to ensure the sustainable economic and social development of the Yangtze river economic belt is to build an effective watershed ecological compensation mechanism. The problem of water resources has always been the core of ecological compensation in the Yangtze river basin. Therefore, based on the perspective of water footprint, this paper studies the subject, object and standard of ecological compensation in the whole and each region of the Yangtze river economic belt from 2010 to 2020. The results show that from 2010 to 2020, the whole Yangtze river basin is the object of compensation and should be compensated;there are great differences in the amount of compensation standards in various regions, among which the provincial administrative regions with higher amount of compensation standards are generally distributed in the middle and upper reaches of the Yangtze river;the areas with less compensation and the need to pay compensation are generally distributed in the middle and lower reaches of the Yangtze river.
