乡村振兴目标下东西部协作的再定位与发展创新

Reorientation and Development Innovation of Collaboration Between the Eastern and Western Regions Under the Goal of Rural Vitalization

为解决区域发展不平衡和区域性贫困问题,中国实施了彰显制度优势的东西部扶贫协作战略。脱贫攻坚以来,东西部扶贫协作政策围绕扶贫主体、扶贫资源以及扶贫领域等多个方面都有了进一步的发展与深化,已经超越扶贫开发工作本身的意义,对整个区域发展产生了积极的溢出效应,标志着中国对区域协调发展规律的认识和运用提升到了新的高度。新时期东西部协作在解决地区间发展不平衡不充分问题、提升区域经济发展质量和效益、稳步推进乡村振兴战略中依然会发挥重要的作用,同时还应认识到东西部协作在转型深化阶段还面临市场机制还不充分、协作项目层次水平低、朝向乡村振兴的创新不足等挑战。乡村振兴战略的目标定位为东西部协作发展创新注入了新的动力,具体表现为:创新东西部协作的推进与治理方式,提升协同治理能力;升级协作产业的业态层级,谋划一些县级行政区域以上的产业园区等项目;拓展农业产业新业态,打造区域特色产品和服务品牌;从跨区域资源优化配置角度出发,促进西部地区社会事业的发展。

In order to solve the problem of unbalanced regional development and regional poverty,my country has implemented the East-West Poverty Alleviation Cooperation Strategy which reflects China’s institutional advantages.Since poverty alleviation,the two parties have mainly carried out assistance work in several aspects,such as industrial cooperation,labor cooperation,talent support,financial support,and working together to achieve a well-off society.The poverty alleviation cooperation center was moved down,and the assistance relationships such as county-county pairing,town-township pairing,village-village pairing,and village-enterprise pairing were explored.The East-West Poverty Alleviation Cooperation Policy has been further developed and deepened in many aspects such as poverty alleviation subjects,poverty alleviation resources,and poverty alleviation fields.It has surpassed the meaning of poverty alleviation and development wor’k itself,and has produced positive spillover effects on my country’s regional development.This not only It is embodied as a kind of social responsibility,but also as a strategy to achieve a win-win situation for the whole society.East-West cooperation will still play an important role in solving the problem of unbalanced and insufficient development between regions,improving the quality and efficiency of regional economic development,and steadily advancing the rural vitalization strategy.Based on the target positioning of the rural vitalization strategy,this paper explains and explores the connotation,positioning and innovation of deepening East-West cooperation in the new development stage,which is not only the realistic need to consolidate and expand poverty alleviation,but also provides a reference for the policy direction and implementation path of East-West cooperation under the rural vitalization strategy.
