从“外延发展”到“内涵发展”:经合组织参与全球高等教育治理的逻辑演变与运作机制

From"Extension Development"to"Connotation Development":Logic Evolution and Operational Mechanism of OECD Participation in Global Governance of Higher Education

摘要 随着全球化和高等教育国际化的日益深入,国际社会高等教育发展面临着众多机遇与挑战,需要借助相关国际组织从宏观层面对其进行治理。经合组织作为全球高等教育治理的重要平台,近年来参与该层级教育治理的力度不断加大,治理内涵也实现了从“外延式”向“内涵式”的整体性跨越,具体表现在从“数量的增长”到“质量的保障”、从“强调社会再分配”到“聚焦生产性权利”、从“凯恩斯式人力投资”到“包容性自由主义”三个方面。为实现内涵式治理目标,经合组织综合运用了“项目运行”机制、“认知规范”机制、“弹性说服”机制、“灵活模仿”机制四大治理机制,在推动成员国高等院校结构与形式的深刻改革,提升成员国多元化经费来源的筹资意识,追求质量、公平与效率“三管齐下”的发展理念等维度产生了深刻的影响。 With the deepening of globalization and the internationalization of higher education,the development of higher education in the international community is facing many opportunities and challenges. As an important platform for global higher education governance,OECD has been participating in this level of education governance in recent years,and the connotation of governance has also realized the overall leap from "extension" to "connotation". Specifically manifested in three aspects:from "quantity growth" to "quality guarantee",from "emphasis on social redistribution" to "focusing on productive rights",and from "Keynesian human investment" to "inclusive liberalism". To achieve the connotation governance objectives,the OECD has applied the four governance mechanisms of "project operation" mechanism, "cognitive specification" mechanism, "flexible persuasion" mechanism and "flexible imitation" mechanism to promote the profound reform of structure and form,enhance the financing awareness of diversified sources of member countries,and pursue the development concept of quality,fairness and efficiency.
