我国高等职业教育政策工具的选择偏好及改进策略

Policy Tools for Tertiary Vocational Education in China:Preference for Choice and Strategies for Improvement

对高等职业教育政策选择偏好进行研究有助于完善高等职业教育政策体系,推动政策实践运作。当前,我国高等职业教育政策工具选择存在着权威工具使用过度化、激励工具使用低频化、能力工具使用片面化、学习工具使用粗疏化等问题。因此,新时代高等职业教育政策工具的时代转向应从凸显协同特征以增强权威工具执行效果,激发教师热情以充分发挥激励工具效用,完善基础建设以提高能力建设工具运用,立足特色优势以深入发挥学习工具的功能等方面着手,不断优化高等职业教育政策工具选择。

The research on the preference for choice of tertiary vocational education policy tools is helpful to improve the policy system and practice.There are some problems in the choice of policy tools in China’s tertiary vocational education,such as excessive use of authority tools,infrequent use of incentives,one-sided use of capacity-building tools,and schematic use of learning tools.Therefore,in the New Era the following should be done to continuously optimize the choice of policy tools for tertiary vocational education:highlighting the collaborative feature to enhance the performance of authority tools,inspiring teachers’enthusiasm to give full play to the effectiveness of incentives,improving infrastructure to boost the use of capacity-building tools,and leveraging strengths to fulfill the functions of learning tools.
