“双减”政策的网络舆情特征、公众关注与政府回应——基于全国网络问政平台的大数据研究 被引量:6

Characteristics of Online Public Opinion of the“Double Reduction”Policy,Public Concerns and Government Responses:The Big Data Analysis Based on a National E-Government Platform

摘要 “双减”政策引发社会公众广泛关注,成为教育领域的热点话题。基于对全国网络问政平台留言板公众关注与政府回应的大数据分析,发现“双减”政策网络舆情在2021年8月、9月大规模爆发并主要集中在部分东部沿海发达省份和中西部教育人口大省,其中家长留言和义务教育阶段诉求占比很高;机构退费难、政策咨询、机构违规、课后服务等是公众关注的重点议题,且在时空分布、情感态度上存在较大差异;中西部及部分沿海发达省份政府回应积极性和有效性较高,以“善治型”和“逃避型”回应模式为主。建议地方政府继续强化对“双减”政策网络舆情的重视程度和治理力度,提升对部分重要议题的回应性,切实解决公众实际诉求;综合利用各类网络问政平台,构建网络舆情常态化监管机制,加强“双减”政策舆情规律分析,以适时调整政策;将统一治理与因地制宜相结合,注重政策的本土化,兼顾地区教育发展实际和需求,科学、有效地推进“双减”政策实施。 The “Double Reduction” policy has aroused widespread public concern and become a hot topic in the field of education. Based on the big data analysis of public concerns and government responses on the message boards of national e-government platform, this research finds that online public opinion on the “Double Reduction” policy broke out in August and September 2021 and was mainly concentrated in some developed eastern coastal provinces and the provinces with large education populations in central and western China. And parents’ messages and the compulsory education demands accounted for a high proportion. Difficult for educational training institutions to refund fees, “Double Reduction” policy consultation, institutional irregularities and after-school services are the key issues of public concern, and the time distribution, regional distribution, and emotional attitude distribution of these issues are unbalanced. Governments in central and western China and some developed coastal provinces are more active and effective in responding, with “good governance responses” and “avoidant responses” being the major response modes. It is recommended that local governments continue to strengthen the importance and governance of online public opinion on “Double Reduction” policy, enhance the responsiveness to some important issues, and effectively address the actual demands of the public;use various E-government platform comprehensively and establish the mechanism of regular monitoring of online public opinion, strengthening the analysis of public opinion pattern of “Double Reduction” policy, so as to adjust the policy in a timely manner;combine unified governance with measures taken in light of local conditions, pay attention to the exploration of localized policies, take into account the actual development and needs of regional education, and promote the implementation of the “Double Reduction” policy in a scientific and effective manner.
