东南亚主要油气生产国老旧油气设施准入限制条件研究

Study on Access Restrictions of Old Oil and Gas Facilities in Major Oil and Gas Producing Countries in Southeast Asia

以东南亚主要油气生产国马来西亚和印尼为例,对东南亚油气生产国在油气开发和船舶管理方面的法律法规和政策进行了研究,归纳提出了老旧油气生产处理设施准入限制的条件,包括船籍、船龄、船体结构等方面的限制,以期为中国石油企业在东南亚国家进行海洋石油开发项目投标和运营提供借鉴。

Taking Malaysia and Indonesia,two major oil and gas producing countries in Southeastern Asia,as examples,this paper studies the laws,regulations and policies in oil and gas exploitation and ship management in this region.The conditions for the access restrictions of old oil and gas producing and processing facilities are summarized,including the restrictions on ship registration,ship age and hull structure,in order to provide reference to Chinese petroleum enterprises to bid and operate offshore oil exploitation projects in Southeastern Asian countries.
