基层财政资金动态监控预警相关问题探讨

Discussion Related to the Dynamic Monitoring and Early Warning of Grass-Roots Financial Funds

全国气象系统作为中央垂直管理单位,2020年建立了气象系统财务监控预警平台,并内嵌气象计财业务系统,进一步加强对所涉中央、地方财政预算资金及实有资金的监控管理。中央财政预算资金监控预警多见于市县气象部门,文章在对预警案例分析总结的基础上,针对典型问题探讨适合基层气象部门资金监管方式,从增强主体责任意识、提高预算编制科学性、深化县账市管管理模式改革、加强资金支付内控制度建设等方面提出改进方法,以期达到进一步加强市县气象部门预算资金管控,防控支付风险,保障资金安全规范使用的目的。

As a central vertical management unit, the national meteorological system established a meteorological system financial monitoring and early warning platform in 2020, and embedded the meteorological financial business system to further strengthen the monitoring and management of the central, local fiscal budget funds and real funds involved. The monitoring and early warning of the central financial budget funds is more common in the meteorological department of the city and county. Based on the analysis and summary of early warning cases, this paper discusses the fund supervision mode suitable for grass-roots meteorological departments in view of typical problems, and puts forward improvement methods from the aspects of enhancing the sense of responsibility of the main body, improving the scientificity of budget preparation, deepening the reform of county accounts and municipal management mode, and strengthening the construction of internal control system of fund payment, so as to further strengthen the city and county meteorological departments budget funds control, preventing and controlling payment risks and ensuring the safe and standardized use of funds.
