城市群公共服务质量综合评价及空间演化研究---基于中国安徽省的实证分析

Comprehensive Evaluation and Spatial Evolution of Public Service Quality in Urban Agglomeration of Anhui Province

以2012―2019年安徽省16个地级市为研究对象,构建了城市群公共服务质量评价指标体系,运用熵权-TOPSIS综合评价法、重心模型和空间自相关分析方法,对安徽省城市群公共服务质量进行综合评估和排序,继而考察其公共服务质量的空间关联及演化特征。研究发现,安徽省城市群以合肥和黄山为公共服务高质量核心,形成以合—芜—马和合—铜—黄方向为主轴的高质量城市群,并形成向西和向北逐渐衰减的圈层结构。安徽省城市群公共服务质量水平有升有降,但总体保持相对稳定,其质量重心一直聚集在合肥。空间格局演化分析发现,城市群公共服务质量空间正相关性逐渐衰减,但保持空间集聚效应。有鉴于此,未来可依据安徽省城市群公共服务质量的空间发展趋势,构建多中心构架的公共服务一体化发展都市圈;制定相对均衡的城市群公共服务财政投入和分配机制;构建城市群公共服务质量的协同提升机制;推进城市群公共服务质量测定、认证和流程的持续改进。

Taking 16 prefecture-level cities in Anhui Province from 2012 to 2019 as the research object,this paper constructs the evaluation index system of urban agglomeration in public service quality,and uses the entropy-weight-TOPSIS comprehensive evaluation method,the center of gravity model and the spatial autocorrelation analysis method to comprehensively evaluate and rank the public service quality of Anhui urban agglomeration.Then the spatial correlation and evolution characteristics of public service quality were investigated.It is found that Hefei and Huangshan are the high quality core of public services,forming the high quality urban agglomeration with He-wu-Ma and He-Tong-Huang directions as the main axis,and forming the circle layer structure gradually declining to the west and north regions.The quality of public services in Anhui urban agglomeration has been up and down,but it remains relatively stable on the whole,and its quality center has always been concentrated in Hefei.The analysis of spatial pattern evolution shows that the spatial positive correlation of public service quality in urban agglomeration gradually decreases,but the spatial agglomeration effect remains.In view of this,in the future,according to the spatial development trend of public service quality in Anhui urban agglomeration,we can build a multi-center structure of public service integrated development metropolitan area;Formulate a relatively balanced public service financial input and distribution mechanism for urban agglomeration;To construct the collaborative promotion mechanism of public service quality in urban agglomeration;Promote the continuous improvement of the measurement,certification and process of public service quality in urban agglomerations.
