The Positioning,Layout and Development Strategy of Guiyang to Promotes the Construction of Inland Open Economic Pilot Zone

贵阳作为贵州省会城市,抢抓《国务院关于支持贵州在新时代西部大开发上闯新路的意见》的发展机遇期。基于贵阳市高新区、经开区、综合保税区、航空港经济区的运行模式与实践经验,运用比较分析、案例分析等方法,研究贵阳推进内陆开放型经济试验区的定位、布局和阶段性成效。为打造中国“数谷”,发挥大数据和信息技术的产业优势、集聚效应和辐射带动作用,提出行政运行、制度保障、考核评价等方面的对策建议。

As the capital city of Guizhou Province,Guiyang seizes the development opportunity period of the opinions of the State Council on supporting Guizhou to break a new path in the western development in the new era.Based on the operation mode and practical experience,economic development zone,comprehensive bonded zone and airport economic zone of Guiyang high tech zone,the methods of comparative analysis and case analysis are used to study the positioning,layout and phased results of promoting the inland open economic pilot zone.In order to build China’s“Digital Valley”and give full play to the industrial advantages,agglomeration effect and radiation driving role of big data and information technology,countermeasures and suggestions on administrative operation,system guarantee,assessment and evaluation are put forward.
