高质量发展下公立综合医院战略目标体系构建探讨

An exploration of system construction of hospital strategic goals towards high-quality development

以紧密型城市医疗集团、医共体如何构建符合高质量发展要求的战略目标体系为研究目标,利用战略群组、关键成功因素分析等研究工具,融合分析近年医改政策要求,结合医院管理实践中的需求,以医、教、研、防、管全面提升为战略产出进行分类,构建符合高质量发展要求的二级指标体系。借鉴公立医院高质量发展关键指标的分类逻辑,构建一级指标,对二级指标重新分类,并给出三级指标的示例以及在不同类型医院之间的定性权重。通过构建指标体系和定性权重为各地因地制宜制定公立医院高质量发展评价指标提供借鉴。

Taking the close urban medical group and medical community as the research goal to build a strategic goal system that meets the requirements of high-quality development,using research tools such as strategic group and key success factor analysis,it integrates and analyzes the policy requirements of medical reform in recent years,and combines hospital management practice.According to the needs of medical treatment,education,research,prevention and management,it is classified as strategic output,and a secondary indicator system that meets the requirements of high-quality development is constructed.Drawing on the classification logic of key indicators for high-quality development of public hospitals,first-level indicators are constructed,second-level indicators are reclassified,and examples of third-level indicators and qualitative weights among different types of hospitals are given.By constructing an index system and qualitative weights,it can provide reference for local governments to formulate evaluation indicators for high-quality development of public hospitals according to local conditions.
