我国中医医院运行效率的区域差异及空间收敛性研究

Study on regional difference and spatial convergence of operation efficiency of Chinese Traditional Medicine hospitals in China

目的:测算2012-2020年中医医院运行效率,研究中医医院运行效率水平、区域差异及收敛性。方法:运用BCC-DEA模型、Dagum基尼系数、条件β收敛模型对中医医院运行效率、区域差异和收敛趋势进行研究。结果:2012-2020年中医医院运行效率的年度均值为0.875,年均降幅为0.75%;东中西部区域中医医院运行效率年度均值分别为0.852、0.825、0.933,年均降幅为1.08%、0.64%、0.48%;区域内差异、区域间差异和超变密度对区域差异的年均贡献率依次为27.63%、34.74%、37.62%。中医医院运行效率存在显著的空间条件β收敛性,收敛率为3.213,收敛周期为3.213年。城镇率、医护比、医师日均担负住院床日和医师日均担负诊疗人次对中医医院运行效率向高值收敛具有促进作用,床护比和床位数对其有抑制作用。结论:中医医院发展存在优化提升空间,中医医院运行效率具有显著的空间条件β收敛性。为此,建议改革完善中医药管理体制机制,激活中医医院发展新动力;解决中医医院运行效率区域差异问题;优化中医医院发展环境,因地制宜制定发展措施。

Objective:Calculate the operating efficiency of TCM hospitals in China from 2012 to 2020,and study the operating efficiency level,regional differences and convergence of TCM hospitals.Methods:BCC-DEA model,Dagum Gini coefficient and conditional β convergence model were used to study the operation efficiency,regional differences and convergence trend of TCM hospitals.Results:From 2012 to 2020,the annual average operating efficiency of TCM hospitals in China was 0.875,with an annual decline of 0.75%.The annual average operating efficiency of TCM hospitals in the eastern and western regions was 0.852,0.825 and 0.933,respectively,with an annual decline of 1.08%,0.64% and 0.48%.The annual contribution rates of intra-regional differences,inter-regional differences and supervariable density to regional differences were 27.63%,34.74% and 37.62%,respectively.The operating efficiency of China Hospital of Traditional Chinese Medicine has significant spatial convergence,with a convergence rate of 3.213 and a convergence period of 3.213 years.The urban rate,the ratio of medical staff to doctors,the average number of inpatient beds by doctors and the average number of medical visits by doctors can promote the convergence of the operation efficiency of TCM hospitals to the high value,while the ratio of bed to care and the number of beds can inhibit the convergence.Conclusion:There is room for improvement in the development of TCM hospitals in China,and the operation efficiency of TCM hospitals has significant convergence of spatial conditions.Therefore,it is suggested to reform and improve the management system and mechanism of TCM,and activate the new driving force of TCM hospital development.To solve the regional difference of operation efficiency of TCM hospitals;Optimize the development environment of TCM hospitals and formulate development measures according to local conditions.
