韧性理论视角下儿童专科医院应急能力建设问题与对策

Problems and countermeasures of emergency capacity building in children’s specialized hospitals from the perspective of resilience theory

韧性医院是韧性城市建设在卫生领域的主体,引导公立医院应急能力建设的新方向。本文以韧性理论为基础,结合上海市新冠肺炎疫情防控工作,从健壮性、冗余性、资源丰富性和快速性4个维度,对上海市儿童专科医院的应急能力建设情况进行分析,发现存在现有儿科定点病床整体配置不足、医院内关键岗位人员配置不足、发热门诊流程设计有待改善、灾备冗余空间布局不足等问题。最后,就后续如何提升儿童专科医院应急能力水平提出相关建议。

Resilient hospitals are the main body of the construction of resilient cities in the health field,and guide the new direction of emergency capacity building of public hospitals.Based on resilience theory and combined with the prevention and control of the new coronary pneumonia epidemic in Shanghai,this paper analyzes the emergency capacity building of Shanghai Children’s Specialized Hospital from the four dimensions of robustness,redundancy,resource abundance and rapidity.There are problems such as insufficient overall allocation of existing paediatric designated hospital beds,insufficient staffing of key posts in the hospital,need to improve the design of fever clinic procedures,and insufficient layout of redundant space for disaster recovery.Finally,relevant suggestions are put forward on how to improve the emergency response capability of children’s specialized hospitals in the future.
