云南省5所三甲公立医院基层党建质量评价研究

Research on the quality evaluation of grass-roots party building in 5 Grade Ⅲ public hospitals in Yunnan Province

目的:对云南省5所三甲公立医院基层党建工作质量进行评价。方法:通过文献分析和德尔菲法确定评价体系一、二级指标,根据第1次问卷调查结果使用层次分析法确定指标所占权重,再根据第2次问卷调查结果进行评价。结果:权重最高的一级指标是政治功能(0.4256),二级指标是政治宣传工作(0.2681)。问卷得分最高的二级指标是基层党组织日常运行工作(3.93),最低的是思政教育工作(2.37);加权得分最高的二级指标是政治宣传工作(0.8460),最低的是文化品牌建设工作(0.0208)。结论:调研医院基层党建工作中政治功能和领导功能实施良好,但组织功能、服务功能和发展功能的作用发挥有待加强。

Objective:To evaluate the quality of grass-roots party building work in five Grade III public hospitals in Yunnan Province.Methods:The primary and secondary indicators of the evaluation system were determined by literature analysis and Delphi method,the weight of the indicators was determined by the analytic hierarchy process according to the results of the first questionnaire,and then the evaluation was carried out according to the results of the second questionnaire.Results:The first-level indicator with the highest weight is political function (0.4256),and the second-level indicator is political propaganda work (0.2681).The second-level indicator with the highest score in the questionnaire is the daily operation of grass-roots party organizations (3.93),and the lowest is ideological and political education (2.37);the second-level indicator with the highest weighted score is political propaganda work (0.8460),and the lowest is cultural brand building.work (0.0208).Conclusion:The political function and leadership function in the grass-roots party building work of the surveyed hospital are well implemented,but the role of organizational function,service function and development function needs to be strengthened.
