以流域为单元的山水林田湖草沙一体化保护修复

Protection and Restoration for the Integration of Mountains,Rivers,Forests,Fields,Lakes,Grasslands and Sands Based on Watershed

山水林田湖草沙是一个生命共同体,推动国土空间生态保护与修复对于维护国家生态安全,保障经济社会可持续发展具有重要意义。我国高度重视生态保护和修复治理工作,但仍存在科学基础较弱、组织机制不完善、投入资金不足、修复技术及其标准缺乏等问题,影响了国土空间生态保护修复工作成效。未来需要按照推进生态文明建设的要求,完善山水林田湖草沙一体化保护修复工作,建议:①更新修复理念,以科学规律为基础开展系统保护修复;②完善组织机制,形成多部门联合与多元主体共同参与的治理机制;③加大资金投入,鼓励全社会参与,形成资金多元投入机制;④加强技术保障,大力实施技术体系创新和标准体系构建;⑤明晰实施单元,推进以流域为单元的山水林田湖草沙一体化保护修复,不断提升自然生态系统与经济社会发展的协调程度,促进人与自然的和谐共生。

Mountains,rivers,forests,fields,lakes,grasslands,and sands are a community of life.Promoting the ecological protection and restoration of land space is significance for maintaining national ecological security and ensuring the sustainable development of the economy and society.China attaches great importance to ecological protection and restoration,but there are still some problems,such as weak scientific foundation,imperfect organizational mechanism,insufficient investment,and lack of restoration technology and standards,which affect the effectiveness of land and space ecological protection and restoration.In order to improve the protection and restoration of the integration of mountains,rivers,forests,fields,lakes,grasslands,and sands by the requirements of promoting the ecological civilization construction in the future,this paper puts forward the following suggestions:①Renew the concept of restoration,and carry out system protection and restoration based on scientific laws;②Improve the organizational mechanism,form a governance mechanism with the joint participation of multiple departments and subjects;③Increase capital investment,encourage the participation of the whole society,and form a diversified investment mechanism;④Strengthen technical support,vigorously implement technological system innovation and standard system construction;⑤Clarify the implementation units,promote the protection and restoration for the integration of mountains,rivers,forests,fields,lakes,grasslands and sands with the watershed as the unit,constantly improve the coordination between the natural ecosystem and economic and social development,and promote the harmonious coexistence between man and nature.
