上海城市绿带规划思想流变研究

Study on the Evolution of Urban Green Belt planning in Shanghai

城市绿带对于遏制大城市无序蔓延、提升生态环境品质、满足市民游憩需求等具有重要的现实意义。文章从历史发展的角度追溯上海城市绿带规划思想的演变:始于1945年的《大上海都市计划》首次全面吸收和导入欧美城市绿带理论,对上海城市绿带的实施提出了具体设想;计划经济时期上海城市绿化建设处于缓慢发展阶段,城市绿带构想受苏联环楔绿带模式影响;20世纪90年代启动的上海环城绿带工程是应对城市化进程中积累的各种矛盾而采取的必然手段;新时期上海环城生态公园带体系规划回应了超大城市存量发展阶段的现实要求,满足了人民对美好生活的向往。在此基础上,从战略规划、建设实施、政策法规等层面展望并研判下一阶段上海绿带规划建设思路与发展方向。

Urban green belt is of great practical significance for containing the disorderly spread of big cities,improving the quality of ecological environment and meeting the needs of citizens for recreation.From the perspective of historical development,this paper traces the evolution of urban green belt planning in Shanghai:The"Greater Shanghai Plan"started in 1945 absorbed and imported the European and American urban green belt theory comprehensively for the first time,and put forward concrete ideas for the implementation of Shanghai urban green belt;during the period of planned economy,Shanghai's urban greening construction was in the slow development stage,and the concept of urban green belt was inspired by the ring wedge green belt model of Soviet Union;the Green belt project around the city of Shanghai launched in the 1990s is an inevitable means to deal with the contradictions accumulated in the process of urbanization,the planning of Shanghai ring-eco-park-belt system in the new period responds to the realistic requirements of the development stage of the megacity stock and meets the people's yearning for a better life.On these basis,the paper puts forward the ideas and development direction of Shanghai green belt planning and construction in the next stage from the aspects of strategic planning,construction implementation,policies and regulations.
