Research on Collaborative Governance of Children’s Health Education System in New Era

儿童健康是国家健康的起点与基础,是提升劳动力素质与人口质量的关键环节,而开展儿童健康教育是实现儿童健康的必要路径。在新时代背景下,从健康资本、健康均等受益维度出发,构建与完善协同发展的儿童健康教育体系,加大政府、学校、家庭、社会融合协调的参与力度,充分发挥针对儿童的健康教育机制作用,对促进儿童的健康成长,实现健康国家战略具有重要的意义。本文在对我国儿童健康教育的发展现状进行全面概括的基础上,深入剖析我国儿童健康教育体系发展所面临的困境与挑战,并相应提出了我国儿童健康教育体系协同治理及发展的政策建议:①将大健康的儿童健康教育理念渗入到儿童健康教育长远规划中去;②建立促进多元主体共同协同治理的机制,建立以儿童为中心的儿童健康教育协同发展体系;③优化儿童健康教育的协同治理路径,完善一体化儿童健康教育体系构建的协同治理工具;④科学的识别机制,细分儿童健康教育服务需求;⑤完善儿童健康保障相关的法律规范,建立儿童健康教育体系的监督反馈评估机制;⑥提升儿童健康教育服务能力,尤其关注儿童心理及社会健康教育,建立健全儿童健康教育服务递送体系。

Children’s health is the starting point and foundation of the nation’s health and a key link to improve the quality of the workforce and the quality of the population,and child health education is a necessary path to achieve children’s health.In the context of the new era,it is important to build and improve a coordinated child health education system from the dimensions of health capital and equal health benefits,increase the participation of government,school,family and society integration and coordination,and give full play to the role of health education mechanism for children,in order to promote the healthy growth of children and realize the national strategy of health.On the basis of a comprehensive overview of the current development of children’s health education in China,an in-depth analysis of the dilemmas and challenges faced by the development of China’s children’s health education system were provided and accordingly policy recommendations for the coordinated governance and development of China’s children’s health education system were put forward.The results show as follows.The concept of children’s health education of great health should be infiltrated into the long-term planning of children’s health education.A mechanism should be established to promote collaborative governance among multiple actors and a child-centered collaborative development system should be built for children’s health education.Collaborative governance pathways should be optimized for child health education and collaborative governance tools should be improved for the construction of an integrated child health education system.A scientific identification mechanism should be established to segment children’s health education service needs.Laws and legal norms related to children’s health protection should be improved and a monitoring and feedback evaluation mechanism should be established for children’s health education system.The capacity of children’s health education services should be improved,with special attention to children’s psychological and social health education,and a sound delivery system should be established for children’s health education services.
