Optimization Strategy of Cold Chain Express in NewWestern Land-Sea Corridor Under COVID-19 Pandemic

新冠肺炎疫情对世界经济发展造成巨大冲击,探索疫情下的西部陆海新通道冷链班列开行方案,对于促进我国与东南亚国家货物贸易、丰富铁路物流产品体系具有重要意义。从跨境冷链需求市场规模、冷链班列开行情况和班列运营制度创新等方面分析冷链班列开行现状,针对冷链班列运输价格较高、运到时限较长等问题,从争取优惠政策、优化铁路运输组织、规范冷链消杀流程、加强冷链基础设施建设等方面说明当前的保障措施及冷链班列开行效果。最后,从建立与国内主要冷链交易市场的绿色通道、推动现代冷链物流信息技术发展、不断完善冷链物流金融与贸易服务、充分利用边贸互市政策发展冷链运输项目等方面提出冷链班列开行优化建议,为西部陆海新通道冷链班列开行提供支撑。

COVID-19 pandemic has greatly affected global economic development.Exploring the operation scheme of cold chain express in the new western land-sea corridor under the outbreak of the pandemic is critical for promoting the trade of goods and enriching the product system of railway logistics between China and Southeast Asian countries.This paper analyzed the current operation of cold chain express from the aspects of market scale of cross-border cold chain demand,operation of cold chain express,and innovation of express operation system.In view of the problems of high transportation fees and long delivery time of cold chain express,the paper expounded on the current safeguard measures and operation effect of cold chain express in terms of striving for preferential policies,optimizing railway transportation organization,standardizing cold chain disinfection process,and strengthening cold chain infrastructure construction.Finally,it put forward suggestions on optimizing the operation of cold chain express from the aspects of establishing green channels for major cold chain trade markets in China,promoting information technology development of modern cold chain logistics,improving finance and trade services of cold chain logistics,and making full use of border trade policies to develop cold chain transportation projects,so as to provide strong support for the operation of cold chain express in the new western land-sea corridor.
