湖南省绿色经济发展水平评价及影响因素分析

Research on the Evaluation of the Green Economy in Hunan Province and Analysis of Its influential Factors

湖南省一直将绿色经济发展列为中长期发展的战略举措,而推动发展的关键是把握当前发展趋势和影响发展的主要因素。本文参考国内外典型绿色经济评估指标体系构建思路,选取了经济、环境和社会3个维度共16个指标构建了湖南省绿色经济发展水平评价指标体系,并运用熵值法对湖南省各市州2011—2019年绿色经济发展水平进行了测度,利用面板数据模型分析了影响绿色经济发展水平的主要因素。研究结果表明:(1)湖南省绿色经济发展水平整体提升较为明显,其中长株潭城市圈及周边发展水平相对较高,湘中湘西地区相对落后;(2)湖南省经济发展质量呈上升稳定趋势,环境发展质量有较为明显的提升但波动明显,社会生活质量方面还需提高;(3)高新产业的发展和城市化水平的提高有利于湖南省绿色经济发展水平的提升,而传统的第二产业比重过高和外商投资对绿色经济发展有显著负向影响。

Hunan Province has always listed green economic development as a medium and long-term strategy,and the key to promoting development is to grasp the current trend and the main influential factors.Referring to typical evaluation index system of green economy at home and abroad,a total of 16 indicators from three dimensions of economy,environment and society are selected to construct an evaluation index system of green economy in Hunan Province,and the entropy value method is used to assess the green economy of each city from 2011 to 2019,and the major factors are analyzed through a panel data model.The research results show that:(1)The overall green economy in Hunan Province shows an upward trend,with the highest level in and around Chang-Zhu-Tan urban circle and the lowest in central and western Hunan Province;(2)The quality of economic development shows a stable upward trend,and the environmental management presents a clear improvement,but with significant fluctuation,and the quality of social life needs to be improved;(3)The development of high-tech industries and the enhancement of urbanization are conducive to the green economy,while the high proportion of traditional and secondary industries and foreign investment exert a significant negative impact on green economy.
