和谐社会视域下宁夏社区治理法治化建设对策研究

Research on the Legal Construction of Community Governance in Ningxia From the Perspective of a Harmonious Society

全面推进依法治国,工作的基础在基层。和谐社会视域下,要善于运用法治思维分析社区治理面临的困境,探寻实现社区治理法治化的实践路径。本文通过问卷调查、访谈、实地调研等方式的系统调研,针对宁夏社区治理法治化建设中所存在的问题,提出了多项具体改进建议:(1)强化党建引领,发挥党员在社区治理法治化中的模范先锋作用;(2)完善立法,使社区居委会自治权落到实处;(3)人才引进+专业培训,加强社区治理法治化队伍建设;(4)拓宽法治宣传渠道,提升社区居民法治意识;(5)减负与增员双管齐下,最大限度发挥“网格”+“警格”在社区治理法治化中的作用;(6)充分利用综治平台,完善部门联动纠纷解决机制;(7)通过成立兴趣小组、推行积分制等方式调动社区居民参与社区治理法治化的积极性。

The foundation of the rule of law is at the grassroots level.In the context of a harmonious society,it’s required to use the rule of law thinking to analyze the dilemmas faced by community governance and explore practical paths to realize the rule of law in community governance.This thesis puts forward a number of specific suggestions for improvement through questionnaires,interviews and field research on the problems in the legalization of community governance in Ningxia:(1)Strengthen the leadership of the Party and give full play to the exemplary role of party members.(2)Improve legislation to guarantee the autonomy of community neighborhood committees;(3)Expand the talent pool of legal work for community governance through talent introduction and professional training;(4)Broaden channels for publicity and enhance the legalization awareness of community residents;(5)Ease the burden and increase the number of staff to maximize the role of“grid+police”;(6)Make full use of the governance platform and enhance the departmental linkage dispute resolution mechanism;(7)Mobilize community residents by setting up interest groups and implementing a points system.
