摘要
本文基于超效率DEA模型和Malmquist指数法,选取2011—2020年我国高技术产业内的4大行业及15个细分行业为样本,对其技术创新效率进行静态和动态分析。研究发现:大部分行业的综合创新效率较低,未达到DEA有效状态,并且行业间差异化较为明显;同时,各行业的全要素生产率均在稳步上升,但受技术效率变化指数的影响,增长幅度受限。对于医药制造业等研究周期长、创新风险高的行业,文章重点围绕政府提供政策扶持、行业内部优化创新体系、平衡投入与产出的关系、加强与相关行业的合作、充分利用创新投入资源等方面提出了进一步提高创新效率的建议。
The thesis aims to employ the super-efficiency DEA model and the Malmquist index method to conduct static and dynamic analysis on the technological innovation efficiency of 4 major industries and 15 sub-sectors within China’s high-tech industry from 2011 to 2020.It’s found that:the comprehensive innovation efficiency of most industries is low,not reaching the effective state of DEA,and the differences between industries are more salient;at the same time,the total factor productivity of each industry is rising steadily,but the growth rate is limited by the influence of technical efficiency change index.For industries with long research cycles and high innovation risks,such as pharmaceutical manufacturing,suggestions are pointed out to further improve innovation efficiency encompassing providing policy support by the government,optimizing the innovation system within the industry,balancing the relationship between input and output,strengthening cooperation with related industries and making full use of innovation input resources.
