上海市是全国长期护理保险首批试点城市之一,从制度实施至今,制度在评估认定、待遇给付、监督管理等方面都出现了一些变化,即进一步完善了老年照护统一需求评估流程和待遇给付内容,加强了长护险的监督管理。但在初具成效的同时也存在一些问题,总体上为全国提供了一个很好的借鉴作用。

Shanghai is one of the first pilot cities for long-term care insurance in the country. Since the implementation of the system, some changes have taken place in the system in terms of assessment and recognition, benefits, supervision and management: the unified needs assessment process and benefits of elderly care have been further improved. The supervision and management of long-term protection insurance has been strengthened. While initial results have been achieved, there are also some problems, which generally provide a good reference for the whole country.
