Convention of 1936 for the Suppression of the Illicit Traffic in Dangerous Drugs:Drafting and Signing

20世纪30年代,国际毒品走私贩运活动越来越猖獗,跨国毒枭越来越多。国联鸦片咨询委员会认为,利用合作机制实现国际信息及时交换,可以更好地满足各国禁毒的诉求。正是在这种情况下,国际社会开始讨论、制订和签署《禁止非法贩卖麻醉品公约》。该公约第一次把非法制造、持有、供给、兜售、分配和购买麻醉品等行为规定为毒品犯罪。这是国际禁毒立法史上一项重大的突破,标志着两次世界大战期间的国际禁毒合作达到了前所未有的高潮。

In 1930 s,international drug smuggling and trafficking became more and more rampant,and there were more and more transnational drug lords.The League of Nations Advisory Committee on Traffic in Opium and Other Dangerous Drugs believed that the timely exchange of international information through cooperation mechanism can better meet the demands of the countries for drug control.It is in this situation that the international community began to discuss,formulate and sign the Convention of 1936 for the Suppression of the Illicit Traffic in Dangerous Drugs.For the first time,the Convention defines the illegal manufacture,possession,offering,offering for sale,distribution and purchase of narcotics as drugs crimes.This is a major breakthrough in the history of international anti-drug legislation,which marks the unprecedented climax of international anti-drug cooperation during the two world wars.
