摘要 为适应新形势下国家应急管理治理体系和治理能力现代化要求,解决“断网、断电、断路”等极端环境下应急指挥救援问题,文章提出了一种基于SIP协议的多路径协同指挥系统。该系统综合运用有线通信、卫星通信、数字集群通信、短波通信和公网通信等多种通信方式,依托SIP协议,将PSTN、卫星电话、集群、视频监控、视频会议、位置服务等功能融合,保证各种通信方式互联互通,多种传输路径相互备份,为应急救援快速响应、统一指挥提供可靠的通信支撑。 In order to meet the requirements of the modernization of national emergency management and governance system and governance capacity under the new situation and solve the problems of emergency command and rescue in extreme environments such as"network disconnection,power outage and open circuit",a multi-path cooperative command system based on SIP protocol is proposed in this paper.The system comprehensively uses a variety of communication modes such as wired communication,satellite communication,digital trunking communication,short wave communication and public network communication,and relies on SIP protocol to integrate the functions of PSTN,satellite telephone,trunking,video monitoring,video conference and location service,so as to ensure the interconnection of various communication modes and mutual backup of multiple transmission paths,so as to provide rapid response for emergency rescue Provide reliable communication support for unified command.
