江苏省民办高职院校的演进历程、现实困境与破解策略

The Evolution Course,Realistic Dilemma and Solution Strategy of Private Higher Vocational Colleges in Jiangsu Province

民办高等职业教育是高等职业教育的重要组成部分。在政策变迁中,江苏省民办高职院校从无到有、从有到多,可划分为三个发展阶段:恢复与促进发展阶段(1992—2002年);规范与改革发展阶段(2003—2015年);分类与转型发展阶段(2016年至今)。与公办高职院校相比,江苏省民办高职院校“内困外扰”的发展环境仍不容乐观,一些制约民办高职院校发展的“卡脖子”问题亟需破解。民办高职院校要顺势而为,从提升民办高校办学实践水平的外部举措和内部因素着手,促进江苏省民办高职院校高质量发展。

Private higher vocational education is an important part of higher vocational education. The process of policy changes in private higher vocational colleges in Jiangsu Province can be divided into three development stages: Restoration and promotion of development(1992-2002);Standardization and reform and development(2003-2015);Classification and transformation development(since 2016). Compared with public higher vocational colleges, the development environment of "internal difficulties and external disturbances" of private higher vocational colleges in Jiangsu Province is still not optimistic, and some problems restricting these colleges need to be solved. Private higher vocational colleges should follow the trend and start from the external measures and internal factors to improve their school-running practice so as to promote the high-quality development of private higher vocational colleges in Jiangsu Province.
