近些年来,我国在生态环境方面的治理力度越来越大,良好的生态环境是最普惠的民生福祉,可见维护生态环境的重要性。现如今,我国经济发展已经进入了新常态时期,对于社会主义现代化建设而言,保护生态环境、促进经济发展方式转型升级已经成为急需落实的任务。值得认清的是,在人类社会不断向前迈进的过程中,经济高速发展与生态环境之间存在着一定的矛盾。为了使我国经济发展能够与环境保护相协调,实现环境保护效果的提升和人与自然和谐发展已经成为必然趋势,而环境监察执法是达成这一目的的关键一环。党的十八大对环境监察法在生态环境治理中占据的关键地位进行了肯定,同时也对这项工作的开展提出了更高要求。本文首先对环境监察执法的内涵进行了概述,同时对其开展现状进行了反思,其次从多个角度出发,提出了环境监察执法效能提升的具体策略。在后续的发展中,相关主体需要不断致力于先进环境监察执法手段的开发与应用,为打造良好生态环境奠定坚实基础。

In recent years,China has invested more and more efforts inecological environment management.a good ecological envir onment is the most inclusive welfare of people's livelihood,which shows the importance of maintaining the ecological environment.Nowadays,China's economic development has entered the new normal period.For the socialist modernization drive,protecting the ecological environment and promoting the transformation and upgrading of the mode of economic development have become urgent tasks to be implemented.It is worth recognizing that in the process of human society moving forward,there is a certain contradiction between the rapid economic development and the ecological environment.In order to make China's economic development coordinate with environmental protection and realize the improvement of environmental protection effect and the harmonious development between man and nature has become an inevitable trend,and environmental supervision and law enforcement is the key toachieve this goal.The 18th National Congress of the Communist Party of China affirmed the key position of environmental supervision law in ecological environment governance,and put forward higher requirements for the development of this work.This paper first summarizes the connotation of environmental supervision and law enforcement,and reflects on its current situation.Secondly,from multiple perspectives,it puts forward specific strategies to improve the efficiency of environmental supervision and law enforcement.In the follow-up development,relevant subjects need to continue to devote themselves to the developmentand application of advanced environmental monitoring and law enforcement means,so as to lay a solid foundation for creating a good ecological environment.
