少数民族人口流动视域下NGO促进民族交往交流交融研究

NGO’s Promotion of Ethnic Communication,Exchanges and Integration from the Perspective of Ethnic Population Mobility

中国城镇化已经进入城市群和都市圈时代,长三角地区城市圈是包括少数民族在内的流动人口的主要流入地之一。居住空间互嵌、经济互补是少数流动人口与城市居民的浅层交往形式。非政府组织作为少数民族流动人口重要的社会支持资源,大力推动其发展可以创新城市各民族交往交流交融的实践路径。为此,在宏观层面,需要政府提供政策和法律支持,建立外部监督机制,社会共享专业信息等。在微观层面,需要非政府组织实施一系列措施,即控制组织规模,完善内部治理机制;创新治理方式,提升服务专业层级;凝聚各种资源,积累社会资本;积极开展外联,拓展社会网络等。如此,非政府组织才能在自我完善和发展的同时促进民族交往交流交融。

China’s urbanization has entered the era of urban agglomeration and metropolitan circle,and the metropolitan circle in the Yangtze River Delta region is one of the main inflow places of floating population including ethnic minorities.The mutual embedding of residential space and economic complementation are the shallow forms of communication between a small number of floating population and urban residents.NGOs are important social support resources for the floating population of ethnic people.Vigorously promoting their development can create a practical path for the exchange and integration of ethnic groups in cities.Therefore,at the macro level,the government should provide policy and legal support,establish external supervision mechanism,the society should share professional information.At the micro level,NGOs need to implement a series of measures,such as controlling the size of the organization,improving the internal governance mechanism,innovating the governance mode and improving the service professional level,pooling various resources and accumulating social capital,actively carrying out outreach and expanding social networks.In this way,NGOs can promote ethnic exchanges,communication and integration while improving and developing themselves.
