我国智慧养老服务的空间差异性研究

Spatial Differences of Intelligent Pension Services in China

进入新时代,传统养老服务难以解决养老的供需结构性矛盾,智慧养老成为我国应对人口老龄化的一种新的战略选择。智慧养老服务不仅具备技术优势,还具有效率高、竞争力强、易垄断等特点。我国智慧养老服务处于初级发展阶段,智慧设施水平对综合水平的贡献处于辅助地位,其空间集聚效应较弱,人力资源的空间集聚效应较为明显。财政和公共服务部门应提高智慧养老人力资源和智慧设施的投入;管理部门应加强顶层设计和宏观规划,避免智慧养老服务资源出现垄断趋势;政府应出台政策,提高智慧养老服务资源的区域均衡配置水平。

Traditional pension services cannot solve the structural contradiction between the supply and demand of pension services in the new era.Intelligent pension services is a new strategic choice for China to deal with this problem.Compared with traditional pension services,intelligent pension services have the characteristics of technical advantages,high efficiency,high competitiveness,and easy monopoly.The development of intelligent pension services in China is in the initial stage,the contribution of smart facilities to which comprehensive level is in an auxiliary position,with weak spatial agglomeration effect;the spatial agglomeration effect of human resources is relatively obvious.Therefore,finance and public service departments should increase investment in human resources and smart facilities.The management department should strengthen top-level design and macro planning to avoid the trend of monopoly of intelligent pension services resources.Besides,the government should introduce policies to improve the level of regional balanced allocation of smart elderly care service resources.
