广西乡村振兴综合评价指标体系构建

Study on Construction of Comprehensive Evaluation Index System of Guangxi Rural Revitalization

乡村振兴是一个动态发展的过程,具有一定的目标导向。为了能够从综合评价的角度对乡村振兴战略在广西实施的进程进行量化,文章依据综合性、代表性、可获得、可比性四大原则,围绕“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”20字方针,结合广西地方经济、社会、文化等方面的民族区域政策建立预选指标库,通过专家咨询、层次分析等研究方法对目标值、权重进行确定,构建了一套科学、系统的广西乡村振兴综合评价指标体系。

As a dynamic development,the rural revitalization should be target-orented.In order to comprehensively quantify the implementation of rural revirtalization in Guangxi,this paper intends to construct a scientific,systematic and comprehensive evaluation index system for rural revitalization of Guangxi based on the principles of comprehensiveness,representativeness,accessibility and comparability,as well as the guidlines to build rural areas with thriving businesses,pleasant living environment,social etiquette and civility,effective governance,and prosperity.In combination with the local policies of Guangxi,this paper first establishes a pre-selected index database and determine the target values and weights by using expert consultation and hierarchical analysis.
