摘要
“双循环”新发展格局下制造业和生产性服务业的协同发展是当前经济发展的主要趋势,也是实现双轮驱动战略的重要途径。基于此,探究了在环境规制约束下产业协同集聚对雾霾污染的影响机制,通过构建空间计量模型,选取京津冀大气传输通道范围内的28个地级及以上城市2012—2021年的面板数据进行实证检验,结果表明,产业协同集聚对于雾霾污染有明显抑制作用,并且依赖于环境规制;产业协同集聚与雾霾污染呈“U”型关系。因此,为进一步减少雾霾污染,要推动制造业与生产性服务业的深度融合和协同发展;建立健全雾霾治理的联防联控机制,破除地方政府在环境治理中的保护主义壁垒;做好顶层设计,充分发挥环境规制对产业协同集聚正外部性的增强作用。
Under the new development pattern of“double cycle”, the coordinated development of manufacturing and producer services is an important trend of current economic development, and it is also an important way to realize the two wheel drive strategy. Based on this, this paper explores the impact mechanism of industrial collaborative agglomeration on haze pollution under the constraints of environmental regulation. By building a spatial econometric model, this paper selects the panel data of 28 prefecture level and above cities within the scope of Beijing Tianjin Hebei atmospheric transmission channel from 2012 to 2021 for empirical test. The research finds that industrial collaborative agglomeration has a significant inhibitory effect on haze pollution and depends on environmental regulation;There is a“U”relationship between Industrial Synergy and haze pollution. Therefore, in order to further reduce haze pollution, we should promote the deep integration and coordinated development of manufacturing and producer services;Establish and improve the joint prevention and control mechanism for haze control, and break down the protectionist barriers of local governments in environmental governance;Do a good job in top-level design, and give full play to the enhancing effect of environmental regulation on the positive externality of industrial collaborative agglomeration.
