中国共产党舆论引导工作的历史经验

摘要 中国共产党成立百年来,根据党在不同时期的中心工作和舆论驾驭能力,党的舆论引导工作大致可分为四个阶段:舆论动员、宣传、导向、引领。党在引导舆论的百年演进历程中积累了丰富经验:坚持党性原则,始终服务党和国家在一定时期的工作大局;坚持以人民为中心,不断增强舆论引导的亲和力、吸引力和感染力;注重把握舆论工作规律,在适应时代发展中提高舆论引导能力。中国共产党舆论引导工作的实践进路表明,新时代发挥党的舆论引领作用,必须适应社会矛盾和舆论生态的转变,立足于新时代的历史方位构建舆论引导新格局,在与世界合作发展中不断增强国际话语权,让互联网这个“最大变量”转化为舆论引导的“最大增量”,牢牢掌握新时代舆论引导话语权、主导权、主动权。 Since the establishment of the Communist Party of China one hundred years ago,the Party’s public opinion guidance work can be roughly divided into four stages according to its central task and its ability to guide public opinion in various periods,namely stages of public opinion mobilization,public opinion propaganda,public opinion guidance and public opinion leadership.In the process of the century-long evolution of public opinion guidance,the Party has accumulated abundant experience,such as sticking to the principle of the Party’s spirit,to serve the overall work of the Party and the country in a certain period of time;sticking to the people-orientation principle,to enhance the affinity,attraction and appeal of public opinion guidance;grasping the rules of public opinion work,to improve the ability to guide public opinion while adapting to the development of the times.According to the practical approach of the CPC’s public opinion guidance,it is necessary to adapt to social contradictions and changes in the ecology of public opinion,construct a new pattern of public opinion guidance based on the historical condition of the new era,continuously enhance the international voice in the process of cooperation with the world,let the“biggest variable”,i.e.the Internet,turn into the“biggest increment”in public opinion guidance,and firmly grasp the discourse power,dominance position and initiative power in public opinion guidance in the new era,so as to play the leading role in public opinion guidance in the new era.
