社区治理是国家治理的基石,社区治理现代化水平的高低直接关系国家治理现代化目标能否如期实现。加强和创新城市社区治理是推进基层社会治理现代化的重要内容。当前,城市社区治理中普遍存在着活力不足、互动不够、创造力缺乏等短板。互动式治理是一种基于“行动者—制度—行动”分析框架的城市社区治理新机制,强调或彰显城市社区治理中多元行动主体在制度范围内进行相互作用、有效协调、充分交流、良性互动,实现社区治理的价值目标。构建具有中国特色的城市社区互动式治理,是加强和创新基层社会治理的新路径,是实现社会治理现代化的新模式。

Community governance is the cornerstone of national governance.The level of modernization of community governance is directly related to whether the goal of modernization of national governance can be realized on schedule.Strengthening and innovating urban community governance is an important part of promoting the modernization of community-level social governance.At present, there are many shortcomings in urban community governance, such as lack of vitality, lack of interaction and lack of creativity.Interactive governance is a new mechanism of urban community governance based on the analytical framework of “actor-institution-action”,which emphasizes or highlights the interaction, effective coordination, full communication and positive interaction of multiple actors in urban community governance within the scope of the system, so as to achieve the value goal of community governance.Building interactive urban community governance with Chinese characteristics is a new way to strengthen and innovate grassroots social governance and a new mode to realize the modernization of social governance.
