Results of and Experience in Implementing the Anti-Doping Development Plan(2018—2022)

《反兴奋剂工作发展规划(2018—2022)》实施近5年来,我国反兴奋剂工作取得了卓越成就。通过全面总结“拿干净金牌”的反兴奋剂长效治理体系建设、各子体系建设以及目标任务实施的具体成果,归纳出实施过程中的成功经验。此外,分析认为,我国反兴奋剂工作还存在组织体系仍需巩固完善、查处能力需要从“量变”向“质变”进一步提升、反兴奋剂教育从“育”到“防”仍存在差距、科研工作能力仍需不断加强、专业人才队伍建设有待持续加强等方面的不足。未来,国家体育总局反兴奋剂中心将在:1)坚定不移推进中国特色反兴奋剂治理体系建设;2)做好新修订《体育法》的贯彻实施;3)进一步提高反兴奋剂工作质量;4)落实两个奥运兴奋剂问题“零出现”,扩大反兴奋剂工作覆盖面;5)不断提升中国反兴奋剂工作国际影响力等方面持续发力,进而不断提升我国反兴奋剂治理体系和治理能力现代化水平,推动我国反兴奋剂工作高质量发展。

Over the past five years since the implementation of the“Anti-Doping Development Plan(2018—2022)”,China’s anti-doping has made outstanding achievements. By summarizing the establishment of a longterm anti-doping governance system,the establishment of various sub-systems and the specific results of the implementation of the goals and tasks of“winning clean gold medals”,the successful experience in the implementation process is summarized. In addition,the study holds that:the organizational system for China’s anti-doping still needs to be consolidated and improved;the ability to investigate and prosecute doping cases needs to be further improved to a tipping point where“quantitative change”is replaced by“qualitative change”;there is still a gap in anti-doping“education”and“prevention”;the capacity for scientific research still needs to be increased,and the development of anti-doping professionals needs to be strengthened. In the future,the AntiDoping Center under the General Administration of Sport of China will:1)unswervingly promote the establishment of an anti-doping governance system with Chinese characteristics;2)well implement the newly amended Law on Physical Culture and Sports;3)further improve the quality of anti-doping efforts;4)implement the“Zero Doping Case”Initiative in the two Olympics and expand the range of anti-doping;5)keep increasing the international influence of China’s anti-doping efforts,and continuously modernize China’s anti-doping governance system and governance capabilities,with a view to achieving the high-quality development of China’s anti-doping.
