摘要
探讨科技金融与科技创新协同发展的机制与策略,对于促进中国经济结构转型和创新驱动发展具有重要的理论和现实意义。以上海市为实证案例,剖析科技金融与科技创新协同发展的机制,针对上海市科技金融与科技创新发展现状,构建科技金融绩效与科技创新产出指标体系,通过构造协同演化模型和协同度测度模型识别主导科技金融与科技创新复合系统的序参量,测度上海市科技金融和科技创新子系统的有序度和复合系统的协同度。同时,运用Bootstrap自助仿真方法通过1000次模拟检验科技金融与科技创新复合系统主要变量之间的协同反馈效果。研究发现:公共科技金融绩效、市场科技金融绩效、市场科技创新产出是科技金融与科技创新复合系统的主要变量;公共科技金融绩效是主导上海市科技金融与科技创新复合系统协同演化的序参量;上海市政府公共科技金融投入管理尚存在较大改进空间,科技金融与科技创新协同机制还需继续探索不断完善,上海市国际金融中心和科技中心建设还存在联动障碍。建议从政府协调机制、交叉学习机制、信息共享机制、外部环境保障机制建设等方面促进上海科技金融与科技创新协同发展。
It is of great theoretical and practical significance to explore the mechanism and strategy of the synergetic development of sci-tech finance and sci-tech innovation for promoting the transformation of China’s economic structure.Taking Shanghai as an example,this paper analyzes the mechanism of the synergetic development of sci-tech finance and scitech innovation and constructs the index system of sci-tech finance performance and sci-tech innovation output based on current development situation.The paper constructs the synergetic evolution model and the synergetic measurement model to identify the dominant order parameters in the system of sci-tech finance and sci-tech innovation and measures the order degree of the subsystem and the coordination degree of the composite system.At the same time,1000-times bootstrap simulations are used to test the synergistic feedback effect between the main variables of sci-tech finance and sci-tech innovation system.The research found that public sci-tech finance performance,market sci-tech finance performance,and market sci-tech innovation output are the main variables of sci-tech finance and sci-tech innovation system.Public sci-tech finance performance is the order parameter that dominates the co-evolution of sci-tech finance and sci-tech innovation system in Shanghai.There is still a long way to go for the Shanghai Municipal Government’s public sci-tech finance investment management.The coordination mechanism of sci-tech finance and sci-tech innovation needs to be continuously explored and improved.There are still linkage obstacles in the construction of Shanghai’s international financial center and sci-tech center.We should promote the synergetic development of sci-tech finance and sci-tech innovation of Shanghai from the aspects of government coordination mechanism,cross-learning mechanism,information sharing mechanism and external environment guarantee mechanism.
