The Implementation and Effect of the“New Deal”in Runing County in the Late Qing Dynasty

学界以往研究较多关注清末国家及省域层面新政实施的情况,而对县域新政考察不足。清末实施新政后,汝宁府所辖州县的经济和新式教育都得到了发展,并进行了一定的地方自治和警政建设,但清末新政以牺牲民众利益来维护清朝统治的经济掠夺和政治残暴,注定了其失败的命运。

Academic critics of the“New Deal”in the late Qing Dynasty tend to focus their researches on the national or provincial levels.However,the effect on the county level is seldom studied.After the implementation of the New Deal,Zhumadian Runing Government has achieved a lot in economy and education.The local autonomy and police administration was established in a certain degree.But the new deal actually is based on the economic plunder and brutal rule of the public,which is doomed to be failure.
