国家资历框架改革背景下法国大学技术学院的应对研究

Research on the Countermeasures of the Technical Institutes of French University Under the Background of the National Qualifications Framework Reform

摘要 为实现人才培养与劳动力市场对接,促进欧洲教育一体化,法国从内容和程序上改革原有国家资历框架,实现正规教育与和非正规教育的贯通。在此过程中,法国高等职业院校积极推动改革落地,以波尔多蒙田大学技术学院为典型案例,分析法国国家资历框架改革过程中高等职业院校的实践对策发现,波尔多蒙田大学技术学院以欧洲资历框架为标准实现证书的国际互认;以项目制课程建设契合资历框架的能力要求;以学徒制与先前经验认证制度搭建职业人才成长路径。但应对过程中,依旧存在职业技能模块的概念边界模糊;语言证书认证具有同质化趋向;先前经验认证潜藏不平等风险等问题。 To realize the connection between skilled talent training and the labor market and promote the integration of European education,France has reformed its national qualifications framework(NQF)in terms of realizing the integration of formal education and informal education.In this process,French higher vocational institutions have been actively promoting the implementation of the reform.Therefore,this research takes the IUT Bordeaux Montaigne as a typical case to analyze it is practical countermeasures in the process of reforming the French national qualifications framework.The study finds that the IUT Bordeaux Montaigne has adopted the European qualifications framework(EQF)as the standard to achieve international mutual recognition of certificates;the project-based curriculum is in line with the competency requirements of the NQF;the apprenticeship system and prior experience certification system are used to build the growth path of professional talents.However,there are still difficulties such as the blurred boundary of the concept of skills module,the homogenization tendency of language certificate certification,and the risk of inequality in prior experience certification.
