我国各地区医疗资源服务效率评价及收敛性分析——以DEA-EBM为工具

Evaluation and Convergence Analysis of Medical Resource Service Efficiency in Different Regions of China——Using DEA-EBM as a Tool

目的:对我国各地区医疗资源服务效率进行评价与收敛性分析,为提升医疗资源服务效率提供针对性建议。方法:运用DEA-EBM模型,对2011—2018年我国31个省(区、市)医疗资源服务效率进行分析评价,并在此基础上采用α收敛与绝对β收敛分析方法对各地区内部及地区间医疗资源服务效率进行分析。结果:东部与西部地区内部医疗服务不均衡,导致了我国医疗资源服务效率在整体上不具有α收敛性质,其中西部地区更加不均衡,中部地区则呈均衡状态,其医疗资源服务效率具有α收敛性质;我国医疗资源服务效率在整体上具有绝对β收敛性质,存在向同一稳态均衡水平收敛的趋势。结论:政府应充分发挥各地区之间的拉动追赶效应,重点改善东部、西部地区内部医疗服务失衡的问题,制定针对性政策优化医疗资源服务效率,加强各地区之间的空间联动性。

Objective By evaluating the service efficiency of medical resources in various regions of China and analyzing its convergence,we can provide targeted suggestions for improving the service efficiency of medical resources in various regions of China.Methods DEA-EBM model was used to analyze and evaluate the service efficiency of medical resources in 31 provinces(cities,autonomous regions)in China from 2011 to 2018,including the number of health personnel at all levels,beds,medical institutions,hospitalization,discharge,operations and consultations.On this basis,the internal convergence of the service efficiency of medical resources within and between regions was carried out by α convergence and absolute β convergence analysis methods.Results The imbalance of internal medical services between the eastern and western regions leads to the fact that the efficiency of medical resources services in China does not have the property of α convergence as a whole.Among them,the western region is more unbalanced than the eastern region,while the internal medical service in the central region is in a balanced state,and its medical resource service efficiency has the property of α convergence.China’s medical resource service efficiency as a whole has an absolute β convergence property and tends to converge to the same steady-state equilibrium level,which is largely due to the strong pulling and catching-up effect of medical resource service efficiency among different regions in China,especially between the central and western regions.Conclusion The government should give full play to the pulling and catching-up effect among different regions in China,and focus on improving the imbalance of internal medical services in the eastern and western regions.
