宁夏基层医疗资源供需协调关系的时空特征分析

Analysis on the Temporal and Spatial Characteristics of the Coordination Relationship between Supply and Demand of Primary Medical Resources in Ningxia

目的:探讨宁夏基层医疗资源供给与医疗服务利用之间的协调关系,为供给侧资源配置与结构调整提供参考。方法:以2018—2020年宁夏各地区基层医疗服务数据为基础,利用文献法、熵权法和耦合协调度模型,从时间与空间视角分析基层医疗资源供需之间的耦合协调关系。结果:宁夏基层医疗资源供需总体耦合协调度达到勉强协调等级;供需两类系统发展水平比较接近,呈现微小反向变动趋势;供需系统协调等级呈现“南高北低、中心失调”的空间格局,地区不公平程度有所降低。结论:宁夏基层医疗资源供需系统协调发展关系总体维持相对稳定,协调关系由需求滞后型转向供给滞后型,地区间供给侧调整策略仍有优化空间,应针对供给、需求滞后地区进一步调整资源配置。

Objective This paper explored the coordination relationship between the supply of grass-roots medical resource and the utilization of medical service in Ningxia.The conclusion could provide reference for the resource allocation on the supply side in the future.Methods The coupling and coordination relationship between the supply and demand of primary medical service was analyzed from the perspective of time and space by using literature research,entropy weight and the coupling and coordination degree model,which was based on the data of primary medical service in 2018 and 2020 in Ningxia.Results The overall coupling and coordination degree between the supply and demand of primary medical system in Ningxia reached the level of barely coordination.The development level of the supply and demand systems is relatively close,and showing a slight reverse change trend.The coupling and coordination degree between the supply and demand system presents a spatial pattern of "high in the South and low in the north,imbalance in the center",and the regional inequality has been reduced.Conclusion There is a low level of the coupling and coordination relationship between the grass-roots medical supply and demand system in Ningxia,which has remained relatively stable from 2018 to 2020.The problem of coupling and coordination relationship has shifted from the lagging demand to the lagging supply.There is still room for the regional strategy optimization on the supply side.It is suggested that the health management department should continue to balance the structural resource allocation in areas with lagging supply and lagging demand in Ningxia.
