“Destructive Effects” of Digital Economy:Typical Facts and Policy Implications

数字经济发展是一个动态过程,既有“创造性”的一面,也有“破坏性”的一面。文章在肯定数字经济“创造性”的前提下,分析数字经济对实体经济、创新驱动、区域协调的“破坏性”,结果表明:数字泡沫、数字迷恋、数字侵蚀、数字幻觉、数字垄断、数字陷阱、数字鸿沟、数字依赖、数字歧视九类典型现象是数字经济不规范、不健康、不可持续发展的突出表现,当前已经或者未来可能会阻碍现代化经济体系建设。为了发展负责任的数字经济,未来应坚持从马克思主义哲学角度看待数字经济,平衡数字经济发展过程中的多种关系,加大数字经济供给侧结构性改革力度,发挥数字经济助力共同富裕的积极性,加强数字经济发展过程中的政府规制。

The development of digital economy is a dynamic process that have both “creative effects” and “destructive effects”. In the premise of acknowledging the “creative effects” of digital economy, this paper focuses on its “destructive effects” on the real economy development, innovation-driven development and regional coordinated development. Result shows that, digital bubble, digital obsession, digital erosion, digital illusion, digital monopoly, digital deception, digital gap, digital dependence, digital discrimination are nine typical facts on the opposite side of regulated, healthy and sustainable development of digital economy, which are having or will have negative impacts on developing a modernized economy. In order to develop responsible digital economy, policies should adhere to the guiding role of Marxist philosophy, keep balanced relationships, strengthen the structural reform on the supply side of the digital economy, give play to the enthusiasm of the digital economy to help common prosperity, and strengthen government regulation in the development process of the digital economy.
