基层公安机关机构改革问题与对策研究

基层公安机关是整个公安系统的根基,对其概念进行明晰具有十分重要的意义。当前,基层公安机关的内部机构设置已经不能满足日益复杂繁重的公安工作要求,亟需更加深入的改变与革新。目前基层公安机关仍存在纵向层级过多、横向部门林立的问题。针对这一问题,基层公安机关应当以机构的科学设置、职能的优化整合和效益的不断提高为目的,以精简整合机构、革新明确职能和综合运用多种手段提高效益等方法,对机构设置加以优化,确保机构改革收获良好成效,助力新时期公安工作迈上新的台阶。

The grass-roots public security organs are the foundation of the entire public security system,so it is of great significance to clarify their concepts.At present,the internal organization of grass-roots public security organs can no longer meet the increasingly complex and heavy requirements of public security work,so more in-depth changes and innovations are urgently needed.And the grass-roots public security organs still have the problem of too many vertical layers and numerous horizontal departments.In response to this problem,the grass-roots public security organs should aim at the scientific establishment of the organization,the optimization and integration of functions and the continuous improvement of efficiency,by streamlining and integrating the organization,innovating and clarifying functions,and comprehensively using various means to improve efficiency,to optimize the institutional setting,ensure that institutional reforms have yielded good results and help public security work to a new level in the new era.
